Codes for the central party and state organs people's communities and the other state organizations (English Version)
GB/T4657-2021, as the fifth revised version, reflects the achievements of the Party and state institutional reform in 2018, adds 21 institutional codes such as the National Supervisory Commission, and adjusts 43 institutional coding rules. The implementation of the standard will effectively solve the problem of confusion in the exchange of institutional data and support the construction of the "Internet + Government Services" system.

The code adopts a 3-layer structure: the first digit indicates the type of organization (1-7), and the last two digits are sequence codes. For example, in the code 255 of Office of the Central Cyberspace Affairs Commission, "2" indicates an agency directly under the CPC Central Committee, and "55" is the specific sequence number.
1. System transformation: The code comparison table in the institution master data management system needs to be updated synchronously. Pay special attention to the adjustment of the State Council Leading Group Office of Poverty Alleviation and Development to the State Council Leading Group Office of Poverty Alleviation and Development class=instrument>National Rural Revitalization Bureau (486)
2. Data cleaning: When processing historical data, the abolition mark of the original agency code should be retained. It is recommended to establish a code change traceability table (refer to Appendix B)
3. Application integration: When exchanging across systems, the agency name and code should be transmitted at the same time to avoid semantic ambiguity caused by institutional reform
