Scope
This document stipulates the evaluation principles and methods for ecological design products of communication systems and equipment, the basic requirements for manufacturing enterprises, and the evaluation index requirements for products. This document is applicable to the evaluation of the following communication systems and equipment ecological design products:  ——Ethernet switches;  ——Access equipment, including ADSL client, ADSL central office, EPON system, GPON system and VDSL
Introduction

Interpretation of the core content of the standard

GB/T 40579-2021 established an eco-design evaluation system for the entire life cycle of communication equipment for the first time, and systematically standardized the environmental performance requirements from raw material selection to recycling and processing through 4 categories and 17 indicators.

Energy efficiency requirements for key equipment

Taking OTN equipment as an example, it must meet the energy efficiency test requirements of YD/T 2897-2015:

  • Single rack power consumption ≤3.5kW (typical configuration)
  • Unit bit transmission energy consumption ≤0.15W/Gbps
  • A third-party energy efficiency test report must be provided

Key points for the implementation of life cycle assessment

According to the requirements of GB/T 24040, enterprises need to establish an LCA report covering the following stages:

  1. Raw material acquisition stage: focus on tracing the supply chain of key materials such as rare earth metals
  2. Manufacturing stage: evaluate environmental impact factors such as lead emissions from welding processes
  3. Use stage: calculate the cumulative energy consumption of the equipment during 10 years of operation
  4. Disposal stage: verify the modular disassembly solution of the EPON system

Enterprise implementation suggestions

1. Management system integration: Incorporate eco-design into the existing ISO 14001 environmental management system and establish a dedicated product eco-design review process

2. Supply chain control: require suppliers to provide material declarations that comply with GB/T 39560, and recommend sampling of hazardous substances for each batch

3. Technology innovation direction: develop halogen-free flame-retardant PCB panels that meet standard requirements, and optimize the energy-saving algorithm of GPON equipment
