Scope
The purpose of this document is to define the categories of the electromagnetic environment in order to coordinate as much as possible the EMC principles and requirements for all low-voltage switchgear, control equipment and complete sets of equipment with built-in electronic circuits. This document also covers EMC requirements related to radio communication functions. Typical applications for this type of equipment include power distribution in infrastructure, commercial and industrial buildings, and machine control systems including motor drive systems. The purpose of proposing EMC requirements is to ensure the safe and reliable operation of equipment, as well as to ensure the communication efficiency of radio communication equipment in its intended use environment.
Introduction

Interpretation of the core content of the standard

This standard is equivalent to IEC TR 63216:2019, providing technical guidance for the electromagnetic compatibility (EMC) assessment of low-voltage switchgear and its complete sets.

  • Four-level classification system for electromagnetic environment (E-Ⅰ to E-Ⅳ)
  • Additional EMC requirements for radiocommunication equipment
  • Conducted and radiated emission limits
  • Immunity test levels based on IEC 61000 series

Comparison of electromagnetic environment classification

Environmental category Typical location Transient coupling (peak kV) Power frequency magnetic field (A/m)
E-Ⅰ Protected area (such as EMC shielding cabin) 1 -
E-Ⅲ Industry (factory main distribution system) 4 30
E-Ⅳ Distribution (near substation) 6 100

Key Implementation Recommendations

Special Requirements for Radio Communication Equipment

When switchgear integrates wireless functionality:

  1. Radiated emission tests should exclude communication frequency bands (such as 2.4 GHz/5 GHz)
  2. 80 MHz-6 GHz full-band radiated immunity tests need to be supplemented
  3. External antenna ports need to meet CISPR 32 Class A limits

EMC management of complete sets of equipment

Complete sets of equipment that comply with IEC 61439 can be exempted from overall testing, but must meet the following requirements:

  • All components comply with the product standards for the corresponding environmental categories
  • Cable shielding and grounding are strictly performed in accordance with manufacturer specifications
  • Isolation measures (such as filter cabins) are required for mixed environments

Technology evolution analysis

The main advances of this standard compared to earlier versions:

  • Additional 5G communication frequency band considerations: Extend the upper limit of radiation immunity to 6 GHz
  • Strengthen transient protection: Clarify the 6kV peak coupling requirement for E-IV environment
  • Introduce functional safety: Cite the special requirements for safety-related systems in IEC 61000-6-7
